Regulations for Assembling
the Committee of Campus Planning and Utilization
Approved by the 151st Administrative Council Meeting on 25 May, 2005
1. In accordance with Section 9, Article 24 of the Organization Charter of the University, the “Regulations for Assembling the Committee of Campus Planning and Utilization” have been drawn up to make better use of the campus, carry out forward looking planning and systematic development, manage the campus environment and design the landscape more efficiently and effectively.
2. The Committee shall include some ex officio members and several members appointed from the staff and students. The Vice Presidents of Academic Affairs, Student Affairs, General Affairs and Research and Development, College Deans and Superintendent of the University Hospital will serve as ex officio members of the Committee. The Vice President of General Affairs will be the coordinator and shall be responsible for recommending candidates for membership of the Committee to the President. The term of service is one year and members may serve two terms.
3. The Committee will hold meeting once a semester. In the case of an important event, a provisional meeting will be called and representatives from the related units and departments will be invited to attend the meeting.
4. In consideration of the needs of the University, the Committee should review the development plans of all campuses very carefully. The reviewed development plans will be implemented subject to the approval of University Council Meetings. The Committee should also assist the General Affairs Office to review projects regarding campus development and landscape design. As filed by the General Affairs Office, these projects should be approved by the President before being implemented.
5. In order to review the campus development plans efficiently and comprehensively, the Committee may assign a project team to draw up proposals for further review. The team members should be appointed by the President.
6. To make a regular review of the campus development/landscape plans, the Committee may setup a task force to study the plans, and the decision made by the task force should then be forwarded to the Committee for further review.
7. The task force will consist of a coordinator, an executive secretary and several other members. The chief of the Construction and Maintenance Division will serve as the executive secretary, while the other members should possess expertise in the following areas: A. land utilisation, B. landscape design, ecology and history; C. environmental protection and environmental engineering, traffic, electrical engineering, and information technology; D. business management and systems, and administration management; E. architecture (planning, design and construction), building structure and civil engineering.
The coordinator and members with relevant expertise will be chosen from the staff and appointed by the President.
8. The taskforce should hold meetings on a regular base. The coordinator may invite members with relevant expertise to review a particular plan. In the case of a very important plan, a provisional meeting will be called and people from the related units will be invited to present their opinions.
9. These Regulations and their revisions will be effective subject to the approval of the Administrative Council.
